Seriously, I wasn't gonna bring this up until April or so, but since you
brought it up, here are my thoughts ...
I started doing the t-shirts kind of as an incentive/carrot/bribe/whatever
to get people to return. Since for the past couple years there's been no
problem getting people to DLV, I'm open to suggestions for maybe making
these more available.
My offer to those returning from DLV99 still stands. If you want one of
these, as my gift to you, please send me your name (obviously) and your
size. Please state both your usual adult t-shirt size (s-xxl) and your
normal dress size, since I get the blank shirts from two sources who
size them a bit differently.
The color scheme for the DLV99 shirts is shown in the image:

On the shirts, the lettering show in the image will be elevated, and
"May 14-18, 1999" will appear at the bottom.
I hadn't planned on making a run of DLV2k shirts prior to the event, but

Plans are not as firm (yet) for the days, but there are a few things that
are falling into place.
There will be a golf outing, but the day/time is not firm yet.
The dam tour is planned for Sunday afternoon.
We will most likely have at least one group shopping trip some
afternoon, to some of the malls, and/or private shops.
We'll probably have something similar to last year's Strip Tour, where
we explore a number of casinos and other attractions.
I'm sure there will be at least one side trip to a nearby attraction,
such as Rhyolite or Valley Of Fire.
If you (or anybody) have something that you think the group would enjoy
doing (day or whenever), now is the time to bring it up.

More Priceline:

I have yet to hear of anybody who has successfully used Priceline for
their DLV airfare. Airfare to LAS is usually very competitive. Prices
seem to be very consistently in the $200-300 range from most major
airports east of the Rockies.

Priceline, hotels, golf:

I admit I'm not familiar with the fares from ELP, but when we send
people to Montreal (we have an office there) we get about $300 RT
OMA<->YMQ for week-in-advance ticketing using either Northwest or Air
Canada. I've seen this route in the low $200's at times.
I'm assuming you priced this thru regular channels before Priceline.
Update: For hints on Priceline:

They have a database of winning bids compared to street prices.

As I said before, I'm going to at least give them a shot at selling me a
rental van for the DLV duration, and I've kinda been toying with them
the past several days. I started out ridiculously low, and have put in a
new bid $1-2 higher every few days. In every case, my bid was rejected,
although the last one was about 70% of the lowest street price I can
find at one of the majors.
In all cases, my bid has produced a warning that I have a very low
chance of success, and asking me to resubmit the bid (which I did at the
original price). It's amazing that their suggestions say that the lowest
price I've found at one of the major rental agencies only has a "fair"
chance of being accepted.
I'll most likely keep trying until I get to about 90% of what the majors
are quoting. After that, I'll just book directly, since Priceline is not
cancelable and they ding the credit card immediately on success. It's
worth 10% to me to have the option of cancelling, plus the ability to
use my money for almost three months.

Prices for downtown are often cheaper than the Strip, but many of the
Strip and near-Strip hotels are competitive with downtown, such as
Palace Station, Sahara, Westward Ho, and a few others.
