I'm sure you are on target for the meanings of the terms, but it is
always good to be certain---
The phrase of "herding cats" is a term that I use when referring to the
individualistic nature of people when trying to head them into a certain
direction. It is similar to trying to "herding cats" who are very
individualistic and resist going in any particular direction due to
their very nature as compared to cattle, sheep, etc.
The phrase of "pushing the envelop" is a term that I use when referring
to trying to fit someone or something into a plan, program, event, etc.
which has constraints of time, people volunteering, cost to do it, etc.
It is similar to having too large of a document for the envelop and your
having to "squeeze it" into the envelop and it may not happen, or you
tear the envelop in the process.
