Parking for the Planetarium is not underground. Besides, I don't think
they do vehicle inspections in the garages anymore. There's meter
parking in the area, but your chances are between slim and none of
getting one. There's a lot out by the Planetarium, often full, a small
one by the museum, often full, and a large one accessible by shuttle
with plenty of space. All outdoor lots.
